I had a ram which wasn't working properly and so my PC used to restart every now and then but it never beeped me. Whenever you shut down your PC and start it will give enough power to start it up. In safe mode, Windows won't load typical hardware drivers or any software that starts automatically at startup. Owning a console does not necessarily make you a 'peasant'.
